I'm going to add a related question then. Suppose i had RTW and favorable Winds up, would a skill that gives 2x arrow speed (dist shot, savage shot, punishing, quick, ect.) stack along with both of the preps/spirits?

those arrow skills only affect how quick the firing animation is. they do not affect arrow speed.

Read the Wind currently does not work as described. It increases arrow speed by 4x. I'm unsure whether the arrow speed stacks or not now (it never used to).
