is there a way to map each of your targets onto your numpad? for example, num1 for target 1, num2 for target 2, etc.

It isn't disabled, it is different. That aside...
I am assuming you mean hostile NPCs? No, but you can assign allies to other keys.
Go to your options in game, and go to control setup and you can see all the things you can assign to different keys.

actually, i meant hostile PCs. in pvp, each target (at least PC targets) is assigned a number. i want to be able to switch to each one by pressing keys on my numpad.

Well in either case, PCs in PvP or NPCs in PvE.....things you fight, not your party/allies/buddies/friends-with-benefits the answer is no
