shields with % for skillgroup

Do shields exist with a percentage to a certain skillgroup? I know shields have +health and -damage, are there shields like +1 smiting / 19% for all skill classes? Like something for a warrior +1 swords / 20% per say.

They exist, though I'm sure a useful one such as swordsmanship would probably be VERY rare. I've ID'd ones for healing prayers and I think death magic. And there's probably someone out there with a +1 to hammer mastery shield thinking "WTF am I supposed to do with this?"

I guess I just havent seen many or any. Mines smiting and I was like wft is this? Wondering if some exist that I might actually find useful.

Doesn't exist. +1 (20% chance) on shields only exists for the caster attributes that already have +1 (20% chance), Strength, and Tactics. You'll never find +1 Weapon Attribute on a shield or offhand, and you won't find a +1 Caster attribute on a weapon or wand.
