Attribute points and how they affect damage

Ok, I have a question on how your attribute points affect your weapon damage. I want to make a sword and shield warrior. He is going to focus on Tactics with several attacks/skills from that line and probably one attack from Swords. He will have no Strength based skills or attacks. Given this fact, does it make sense to go (and this is without runes to modify, just base values):

Tactics 12
Swords 12
Strength 3

Or do something like:

Tactics 12
Swords 10
Strength 8

In either case I will most likely be adding 4 to Tactics through runes and equipment and 3 to Swords via runes.

I guess I am questioning how much damage dervies from your Strength rating as opposed to Swords.

How would you balance the attributes out?

Only spec in Strength for the skills, not for the armor penetration and damage you get from it. Increasing your weapon attribute does far more than increasing Strength. Tactics doesn't need to be at 16 unless you're doing a PvE tank, in which case your defense is more important than doing damage. Take a read through this:
