Having fast casting abilities, a mesmer can do without halves casting time of spells mods on their weapons or offhands. However, a high percentage in halves skill recharge is always nice. Since the on on your staff is only 14% which is quite a way off the 20% mark, I would agree with Shadowfell and set the price at between 10-15k for the staff.
