I believe the Old Ascaron arena accepts players up to level 10.

Yup DEATH AT THE DOOR they do, past ten however is a different story.

I believe 11~20 can fight in the arena in LA.

I believe there is an arena for up to 10, for 11-15, and 15-20 but I'm not 100% sure as to what changes they actually put in live at the last beta as I didn't have time to play around with the arenas.
