You have 8 illu for one skill, which is energy hungry and unaffected by expertise. Drop phantasm, go 14 exp for the break point.

If you wanted to do a degen build (I'm assuming since you're using bleeding and phatasm) drop phatasm and use apply poison for the same effect, but more energy effecient and in the long run more effective.

Two /Me skills that work well in PvP are Migraine, and Arcane conundrum. But that would be along the lines of a shutdown build...which this isn't. If you're playing degen, just work in the ranger skill set.

Carrying both Melandru's Arrows and Apply Poison would be redundant in preparations. One or the other. I personally would choose Apply Poison and put something else in for your elite.

I generally like to carry both Savage Shot and Distracting Shot. Very effective at interrupting.

My R/Me build for pvp is:
1. Throw Dirt
2. Dual Shot
3. Kindle Arrows
4. Poison Arrow
5. Conjure Phantasm
6. Backfire
7. Troll Unguent
8. Rez Sig

I put 7 or 8 into both illusion and domination. Also put the minimum into Marks to get full damage but no more. You don't need to as degen and backfire should be the most of your damage. It is a bit thin on attributes but it works. Also it should be noted I made this build specifically anti-caster. Throw dirt is handy to stop Warriors for a bit (hopefully long enough to finish off the casters and then have your team target warrior). It has its flaws and I'm sure can be refined. But its a good base.

I wouldn't really suggest Backfire, since if you have no cover hex, it'll just be Inspire fodder.

You could try Distortion, but since the update I haven't PvPed, so meh.
