If I buy and use a faction key on my account will I get the 2 new character slots now?

No, that I can tell you for sure. (You will get access to the pre-order items, however).
It is being debated when exactly you do get the 2 slots, I think as soon as the 24 hour early access begins, but others have argued not until you purchase the full game....
