Found this near that naga boss on luxon side, forget his name, but you take his head for a quest, dropped as a rare with +47 HP while hexed.
Anet made some really nice new items, but as far as I can tell this shield is fairly rare.

Whoops, forgot to mention that shield is called Iridescent Aegis, I can only hope theres a sword with a similar look to match it, so far I can only imagine a Crystalline sword matching up with it really.

To do the missions (not quests) you had to get 10k Faction for one side which completed the "befrieinding the Luxons/Kurzicks" quest. I'm not sure about the Kurzicks, but then you had to do another quest which was unlocked after befriending a faction which lead you to the mission outpost. For the Luxons, you had to kill a few outcasts and then transport a chest full of Turtle eggs to the Hatchery. The quest involved protecting 5 worthless Turtles against Kurzick attacks by fighting and positioning smoke signals so that your three Siege Turtles would fire where you wanted them too.
