i was wondering does it hurt your computer to run faster mhz refresh rates how do you know if you can safely do it. like i am prob getting nvidia6600gt and it says it will run a high resolution cant remember the number at 85 mhz. my computer now is at 75. should i change it or what?

Most often times there is an "optimal" setting as well. It is usually better to use that than to specifically alter your setting. It will also take into account all the options available on your computer and choose on its own where they all run best together. Nice video cards are great but your computer's working memory counts too.... takes time to process all that content and access it. Hence why optimal can be useful too.

Refresh rate is the rate at which your monitor's horizontal refreshes. The higher your refresh rate the less you will see screen flicker. It primarily depends on what your monitor can handle. I have mine set to 100mhz but I am on a 21" sony.

And your eyes. What you see I might not. In order for me not to see the flicker I need to set mine to 100mhz. The monitor will go to 120mhz but I dont like it their either.
