Did anyone else notice that there are several "new" skills that have different names that do the exact thing as "old" skils. Is this just a preveiw glitch or is Anet just out of ideas?

example: Tiger's fury(old)
Bestial fury(new) (for x sec attack 33% faster, non atck skils disble)

Point blank shot
Zojuns shot (half normal range +x dmg)

Penetrating attack (+xdmg , has 20% ap)
sundering attack

Penetrating blow( +xmg, 20%ap)
penetrating chop

it's a preview event. chill out. there's a chance that these are just placeholders since the full skills have yet to be programmed.

Also, if people who are new to Guild Wars buy only Factions, they're not going to have access to the Prophecies skills and therefore surely these skills will take their places.

Factions is meant to be a stand alone game so it only makes sense that it would have base skills that are the same as the base skills in chapter 1.

There are sure to be a great number of skills in Factions that will over lap for people that have both chapters of the game but there are alot of new skills as well so to answer your question NO I don't believe they have ran out of ideas they are merely trying to make the game playable for people who only choose to buy the second chapter of the game.
