You can access the Alliance Battle NPCs via your Guild Hall, Cavalon or House du Heltzer, I believe. There's the Kurzick Commondant and the Luxon something or rather (Navigator?) who you talk to.

In cavalon(luxons) and House du helter(kurzicks) is an npc called alliegnce battles,he can transport you to the 12vs12 place

Yeah, talk to the Allegiance Battles guy. Click yes. You'll end up in a place called Saltspray Beach [Faction Name]. Either form a group or just hit enter mission. And there you go
