In a better overall community something like this suggestion would be the way to go. But not in GuildWars. In GuildWars a leaver penalty would be a tool for griefers. Imagine the worst and most ultimate griefer in the game and you would have no way to escape him.
You can deactivate all channels, ignore him whatever. He can still screw your whole mission by over aggroing mobs, by drawing and pinging onto the minimap and he knows, if you leave you'll suffer even more from his behavior.
What are your options? Report him? Haha? Oh yes, a timeban coming after a week or two sure as hell will punish him. Ugh. Endure him? Why should you have to? You play to have fun, not to endure some miserable prick's nonsense.
