question about max damage

I have notices quite a few people posting that they have weapons that do max damage.

IE max damage longsword 10-15...ect.

so im wondering what are they talking about? are they saying that the weapon will deal maximum damage, or are they saying that the weapon is capable of doing the maximum damage for that weapon?

for instance i have a
(Gold) Ivory Bow of Defense
Piercing dmg:14-28(req 8 Marksmanship)
Damage +18%(while hexed)
Armor +4
i paid 1p for it. is 28 that maximum damage that a ivory bow can do?

does someone have a listing of the maximum damages for weapons?
