I am getting a max damage (15-28) poisioner long bow of fortitude, it has low marksmanship so i can put points else where, damage +19% health +29, I would go for the vampire bow, but i like the health factor, I also am getting a bow grip of fortitude if i figure this right with a health +20
With fortitude grip and fortitude bow, does this make it a +49 Health? or will it cancel something?

You would be replacing the current mod's on that bow. If it is truly a "poisioner long bow of fortitude" then it already has a grip of fortitude and poisoners string. If you added your bow grip, it would replace the existing grip mod, and you will be left with the same +29.

Actually, I think you would be left with the +20 your replaced it with.
Also, In order for a weapon to do 100% of listed damage you need to have 12 points in the skill (marksmanship). The listed 8 is just to use it at a damage level above starter damage (2-4)

Actually, you would be replacing the ass-kicking +29 health grip with the ho-hum +20 health grip and totally screwing yourself.

Poisoner's = A string that gives a % chance to increase poison duration
Long Bow = Long bow
of Fortitude = A bow handle that gives an increase in health
What's not part of the bow components is the +19% damage. That'll stay with the bow regardless of applying new strings and/or handles.
If you applied a Vampiric string, for example, the bow would then become a Vampiric Longbow of Fortitude and would result in health degeneration of -1 with +1 through +5 health regeneration per hit with the bow, and you'd lose the poison duration string. If you applied a zealous bow string, you'd lose the poison string and have a bow that's -1 energy regeneration with +1 energy per hit with the bow.
As someone also stated, weapon statistics are based upon the particular skill they're a member of. Bows use the marksmanship skill to +- the minimum and maximum damage. The formulas for calculating damage are pretty complicated, and they're posted elsewhere on this website. However, unless you have 12 marksmanship, you will not be getting the minimum or maximum stated damage from a bow. I believe at 11 marksmanship, it's 94% of the stated values on the bow, and goes down from there.
It's still one of the better bows I've seen posted, with the 19% additional damage. Is that 19% based on a skill with a % chance to occur? If you customize the bow you'll add another 20% damage, which is then a very good bow.
My primary is a Ra/Mo20. Without a doubt, the majority of my damage does not come from my bow. It comes from my smiting prayers skill. This is with 12 points in marksmanship. Just as an example of that, we had a big group of swarming melee mobs last night. With balthazar's aura, I did just over 1100 damage in 10 seconds to the mobs (18 damage per second to all mobs surrounding the target for 10 seconds.) That combined with shield of judgement, we just completely wrecked that mob train.
