Suppose there is a party where there are two monks and each uses Mending on an ally.
Mending - While you maintain this "Enchantment", target ally gains health regeneration of +1-3.
Suppose both have 12 on Healing prayers. Would the ally have +6 Health regeneration (when in battle) or only one of the enchantments would be active?
Another question. Suppose there is a Monk with 12 Divine Favor and 12 Healing Prayers.
Would Orison of Healing give 60+48 and Signet Of Devotion 83+48 or
would Orison of Healing give 60+48 and Signet Of Devotion 83?
Edit: I got the 4 per rank from gwonline. In guildwarsguru I've read that it is 3.2 per rank. I've noticed that it says that a 12 Divine favor would get you 36. Wouldn't it be 12*3.2=38.4. So wouldn't it give 38?

The effects of two mendings will not stack, so you only get 3 pips.
Signet of Devotion doesn't give you Divine Favor bonus.
As for divine favor, 3.2 is correct, and yeah it is 38 extra healing. If you get to 13 divine favor, it rounds up for a nifty 42. :P

Right, Divine Favor only works on Monk spells, and Monk spells you cast on an ally at that, so you won't get its extra healing on Signet of Devotion, Purge Signet, or even when casting things like Banish.
As for the DF bonus, it is indeed 3.2 per rank. Where do you see it listed as 36 at rank 12 at this site? I don't see that mistake in this chart or elsewhere. Sounds like a mistake so if you could let me know I'll correct it.

Exactly what Zrave said. In addition, just to keep things clear, Divine Favor only works when you cast a spell that is targeted at an ally. Spells that don't have targets generally target yourself. If you cast orison on somebody, they'll get the divine favor bonus(though you don't see it on your screen). If you cast heal party, you'll get additional healing for your Divine Favor attribute, but none of your party members will- they'll get the healing that is listed for the skill. That's because you're not targetting the spell on them. Using signets doesn't trigger Divine Favor bonus, because signets aren't spells- the same goes for "skills", like Contemplation of Purity.

I thouht that it worked that way because then signet of devotion would be overused since it would give 121 health with no energy cost. So, correct me if I'm worng, none of the Divine favor skills/enchantments/signets/spells get the bonus since only one is a spell and that one is not targeted. (Divine Healing)

Divine Healing is like Heal Party with less range- you are the target, at the center of a circle, and it will heal all allies in the radius. You are the only one who will benefit from the added Divine Favor bonus.
