im a elementalist and i have a fire staff (+8 energy 10-17damage) my fire skill is 9 and im level 10 but i only hit 11? my friend is level 11 and has a 5-9fire staff and hits 30
is it just me?

Points in the Fire line don't do anything to modify damage on a Fire wand, do they? Fire is an elemental skill not a weapon skill, so as far as I know it only affects spells. Is it possible you're comparing your wand damage to your friend's Flare damage?

Yes if you have that many points in fire you should use your "flare" not your wand...

In the above guide I referenced, I read it to say that elemental skills DO modify your damage on wands. However, that information may be out of date since it was written. I do not know.
If you wish to test it and don't mind dropping some refund points, you can drop points out of fire, test the wand, then put the points back into fire and test.
Refund points are awarded back at about 1 per every 250 XP points I believe, so even if you use all 24 points, you can make them all back with 6,000 XP.

The staff I have does pathetic damage unless I have enough points in Fire to meet its req.

That's different though. That's the weapon not doing it's normal damage because the req isn't met. Not extra damage done because of the attribute score.

Yes, it has exactly the same effect.

The only attributes that affect attack damage are Axe Mastery, Sword Mastery, Hammer Mastery, Marksmanship, and (to a lesser extent, armor piercing) Strength.
"Magic" attributes do not affect your wand and staff damage, however levelling up DOES.
