If you read the FAQ at the main site. It clearly states why theres a 20 lvl cap, that you dont have to buy the expansions, the game wont lag even for 56kers, and that there is much PVE aswell as PVP.

NCSoft servers are massive. You have noticed when you come to those Beta weekends the districts. Since server is partioned off, they most likely will have that option to choose what district you want to go to. If servers get overwhelmed and they have to bring another one on line, then yes, you will get your choice of which server to play on.
In future respect think of this, You now get 4 toon slots an additional server will give you another 4.
