When can you buy Warrior Platemails? After what mission?

I've finished 2-3 missions after Lions Arch, just wondering when i can buy Warrior Platemails? How many more missions till i can buy? How much are they and what materials do i need?

Still a while yet... Draknors Forge (I may not have spelled that right)... but this is after Ascension.

I have seen a low level character with full platemail (The one with the skull face) in a newbie arena. He also had a shock (light sabre) axe.
I am still trying to work out how he managed to get it.
Now it is no big deal to get to Ascension under lev 10 if you have a guild rushing players through. But I am not sure how he managed to get that armour as yet!
Maybe there is a route across land to a location that has high level kit!!
I'd love to know how he got it although I am not sure I would want to make that public as I am just curious and don't want more people to do the same!
