Where is the quest for Meteor Shower?

I don't mean waste it, I mean I would rather do the quest for free than spend a skill point on it.

I don't remember a quest for it. i think i got it for a skill point at lions arch. Don't worry about skill points. When I assended yesterday I had at least 25 if not more.

There isn't a quest with Meteor Shower as your reward.
Spike was nearly right with the location, but it's actually available from the Ascalon Settlement north of Lion's Arch.

I don't use meteor shower that often. Can you give me a good strategy to make it useful? (battle-tips?)
I mostly use flare, cuz it's the basic assault spell, I use firerain because of the spash and repeat damage, I use fireball because it's splash and also because it takes a chunk out at once (good for healing creeps) and I use pheonix for the same reasons plus it hits creeps adjecent to me (which is great when my target is also adjecent since it hits them twice for nearly 200 points)
Most of my spells are crowd control. I know meteor has interupt but the only thing I have yet learned to recognize that could be interupted is the other's interupt (which never ceases to frustrate me... except that I can recognize it now and so wait till afterwards to cast my channelling spells)

As for meteor shower it does more damage than fire rain and will knock down any foe it hits not interupt his spells :P so even if they're just attacking it will get them down

Yeah Captain Greywind is in Ascalon Settlement. Leave north from Lions Arch and follow the signs for it (pretty much take left turns). If you avoid the creatures it's not a bad journey to get there. You also go this way to get to the Temple of Ages.
Note that Meteor Shower does cause Exhaustion (slow recharge of energy) but it does do some nice damage and knockdown.
