Shield Of Retribution Skill, Been Removed ??

Ok ive been after this monk skill for some time now and i cant see it even on the skill list let alone the trainers skill list.

Ive seen this skill been used in videos.

Dose any body know if this skill been removed from the game.

Really need help on this guys please.
