New At guild wars (New Ranger)

After reading a few post i realized my lvl 9 nec/mes was not going to end up being good in the long run so i re-made a Ran/Mes whos currenly lvl 4

Can someone explain elite skills and locations and what lvl im supposed to get some

and other ranger tips e.t.c

Please help would be nice
