What is Augury Rock?

There was a discussion about low level players getting to Augury Rock. It seemed to be some kind of endgame spot. And it should be possible to get there in a party without doing quests. I cant find it on any map and want to try to get there with my level 17 mo/wa. Where is it?

Augury Rock is in the middle of the Crystal Desert. To get there: Riverside Province to Sanctum Cay take the boat mission, once completed you'll be taken to Amnoon Oasis in the Crystal Desert. Head south/east from there to Augury Rock.
