Game Mechanic: The Aftercast

I'm a little fuzzy on how this mechanic is applied. Specifically, will a skill resolve (and begin it's recharge timer) before or after the 0.75 second aftercast is completed?

The effect of the skill takes place within the casting time of the spell- all that the aftercast does is prevents your character from attacking or casting another spell before the aftercast is finished.

Has anyone discovered if aftercast applies to some of the spells that have been changed to "skill" (ie Vampiric Touch)?

That would make some of the new skills even better.
