And yes I have used search and looked on the site. There is nothing.

Personally I am not quite sure, but it is not an elite that means you can find it from a skill trainer (I haven't got my mesemer that far yet)

Try finding a map and visit one of the later outpost in south shiverpeak.

It does surprise me that there are no info... Perhaps try some other site too...
