I can't find a skill by that name. Do you mean Cry of Frustration?

If so, I got it last night in the Fishing village near Sanctum Cay. I think it was the Skill Trainer there, not a quest.

all the "call of" skills had been removed since last BWE, except call of protection and call of haste which still remain...
