Rune problem

So I have a minor expertise rune on boots, and a major expertise rune on leggings. That should be +3 expertise, right? But then, it's only +2. :/

Without the boots, it's +2. Without the leggings, it's +1. They work well by themselves, but separate it's bad. Is this a new problem or a current known thing?
