How do you open the door nesr the Statue of Balthazar. Ive killed alled the dragons and it still did not open.

That door is just for decor. I assume your speaking of Her Majesty's Rest. If you watch the movie scenes of the missions when they discover the lost Scepter of Orr, they find it in that area. (This happens the very first time the Lich Lord is seen in the misson scenes for a reference)
