A collector sells a +10 energy, +1 fire skills (20%), +30 Health flame artifact?

I know where it sells the +8 energy focii, but, any one knows where the +10 collector can be found? Thanks.

may be mistaken here but there is a flame artifact from a collector just outside the gates of kryta (scoundrels rise) ..4 decayed orr emblems

I'm almost sure there's one collector trading this item just outside Quarrel's Falls. Can't remember what he asks for tho...
