I've seen multiple players with tattoos. How do you get them? When and Where?

if they're in the player customization screen I would have missed them since I only made one character on a friend's account.

Tattoos are only available for Monks I think. Necromancers have body scars too. I'm pretty sure that no other profession is able to get them.
