I have noticed that I can use items and get the benefits from them even though I do not meet the "requirements". Like a +10 energy idol that requires 7 Air Magic, I still get the energy even though my Air Magic is zero. I can also use axes that require axe mastery but I do not even have that skill.
What exactly is the purpose of the item reqs?

Damage/Defense usually has the req attached to it unless otherwise stated.
Weapons that require a skill level can be used by anyone. But you only do damage as if the weapon was a starter weapon (3-6 range). Idols/Scrolls etc will give you the +energy on "some" but not all. On "some" the skill required is linked to secondary affects. Could be a bug, who knows.
So, a shield that requires 10 Tactics to get 16 AF will only be 16 AF at 10 tactics. A sword requires 10 Swordsmanship to get 15 - 22 damage will only be at 15 - 22 damage at 10 Swordsmanship. If you don't meet the reqs. it's damage/defence is the same as a starter weapon/shield/idol etc.
