I'm not too good at using Necro's as I rarely play them and I'm a little turned off at how Soul Reaping is hard to use in PvP, but this is what I put together so far (I stole some of this build from someone of these forums but idk where I got it from).
Nec/Ele

Armor of Earth
Malign Intervention
Rend Enchantments OR Shadow of Fear
Using Soul Barbs is a nice way to get the most of your hexes. You also get nice bonuses from the hexes. Armor of Earth is for protection even at 5 Earth it does somehting. Malign Intervention looks pretty nice now with the 20% less healing on your opponent. Also, it will give a minion for more Soul Reaping power. I figure with only a 1 second casting time you will be able to get it on your opponent quick enough.
The last skill is up for grabs, I was thinking SoF because it is another hex and is anti-warrior, however it doesn't stack with Faintheartedness anymore so I was looking around. I hear Rend is a great skill but I don't know anything firsthand. It might be a little rough on energy, but once you get Malign Intervention going you will be fine.

soul reaping is a team skill. You can only use it if you have 2 other necros in your team - in which case it really shines.
from my experiences with nec/el, it's best to pick an ele attribute & go 12 with it, then rune up soul reaping and one other necro tree almost equally. Don't forget the attunement.

life transfer, aura of the lich, (your elite should be ele though imo)
vile touch/vampiric touch (if you plan to get close, but i'd not recommend it)
bad skills
wells
aura of restoration (of course)
stay away from sacrifices & curses

well it has potential and all
but see the thing is your obviously planning on using soul reaping and your hexs as like a spammabler flare with hex effects. although energy costs are hgiher and u cant spam the skills that cast 2-3 secs and all. so if your going to cast soul barbs and then cast hexs like crazy your in for a nasty shock, your going tu run out of energy in no time, the necro hexs all cost like 10 - 15 energy, some 25 dont know if u hve any of those. your energy problem is going to be a little more then rough if u even want to cause serious damage to your foe. i mean hexs are nice and all but i dont think a whole build around the soul reaping effects and hexs will do much damage.

Well, I see it more as a debuff character that can get extra damage from the hexes but I guess there is a better way to do that too.
