Normally I can redistribute 24 attribute point and each 250xp earned will replenish the chance to redistribute.

What will happen if I hit lvl20? Can I still redistribute attribute pt after sometime (some exp earned?)

To be more specific, you can still gain XP after you get to level 20, and receive additional skillpoints. The formula for XP required per level/skillpoint appears invariant, and diminishing returns continues indefinitely as far as anyone's seen.
