It's your laptop. Laptops (up to this moment) aren't the best systems to be running today's games. You can try searching for newer drivers for your video card, but that's about the best thing you can do to solve the problem. Other than that I'd suggest looking at desktop systems for gaming.

I really doubt that the RAM has anything to do with this. The problem that I see most people having here in the past few days with their laptops is that they run desktop type processors in their laptops. The thing about Pentium4 processors (especially ones over 3ghz) is that they tend to get very hot under heavy stress. Same goes for video cards. Laptops don't provide enough cooling needed to run such demanding applications as Guild Wars. Also, the mobile versions of video cards, compared to desktop, are somewhat slower (and Radeon 9000 Mobile is no different here). As a result the performance is lacking.
Pentium M processors were built for a reason (Centrino). The reason being that they consume less power, and produce less heat, while at the same time offering similar performance to their desktop counterparts. That's why both of the laptops that I use (not for gaming) are equipped with Pentium-M 1.6GHz cpus rather than Pentium4-3GHz.

Termite is correct, more RAM will not help at all. Laptops aren't great for gaming unless they're brand new, or specifically built for gaming. Also, the Radeon 9000 Mobility is getting old now, and is a DirectX 8.1 graphics processor, so new games like Counter Strike: Source and Guild Wars are just going to hurt it.

Turn your details down... move the "visual quality" towards the left in the GW options. Your video board is fairly weak and it is causing the problem.
Also try playing at a lower resolution.
