Well, after trying the methods listed before about how to capture this skill (Seven+ Hours) I finally found a way to do it easy with little effort. Instead of keeping the knowledge to myself and just moving on I thought I would try to save some others some time from trying these other tactics which can become frustrating and time consuming. At any rate here is how I managed to snag the skill.
If you check Xennon's for the boss locations it will make this a lot easier. (Thanks Xennon for the good listings!)
Ok, If you're a W/Mo combo then you may want to go pickup Mark of Protection (elite) if you haven't already. This skill will come in real handy when you go to capture it. I imagine with some good running skills you could do this by yourself as a W/Mo.
The basic idea if you're going with a party is to have someone have protection to keep you alive long enough to capture the skill. If you get it right you can all grab it at once. Once you reach the area where the Smukk is located (Northern Cave for this instance) gather up as many of the trolls outside of the cave and have them chase you into the boss lair. Once you can target Smukk move in to melee range and start attacking. Load up Mark of Protection and then wait just a moment for Smukk to get an attack or two on you. It took him 3 attacks I believe before he used the skill if that many attacks. Mark of protection kept me alive long enough to capture the skill and soon after I died.
It took only the time to run there from the northern Resurrection spot next to the portal to Dreadnaughts up to where Smukk is plus the casting time of 'Mark of Protection' and the capture time to get the skill. So I'm guessing around three minutes at most.
I hope this saves you some time, if you have any questions about it drop by Our Site and post a message. I would be happy to party up with you on Guild Wars to give you hand.

Once again I will say that he has a bug where if you drop stuff and pick it up while someone caps you will get it right away regardless of if he used it last or not.

I guess I should note then that I did not try the idea you posted. I did however try a number of different ideas posted or read in Camp Rankor on how to capture it.
Such ideas as:
-50% health and holding him while using hamstring then running to tempt him to use battle rage to catch up.
-25% using heal area/ spamming SOC
-Killing off Hench and using all Real players to beat him from 100% down to just a sliver then healing him all the way.
-Combining any of these ideas etc.
At any rate it's frustrating to see the boss not use the skill when he would most logically want to use it.
