This steal is for weapons, the steal for spells is alot more complicated.

What do you exactly mean? Stealing over time or one (big) chunk?
With a necro you can do both and it depends on your attributes in blood magic. And its definately higher than 5 (also over time, like life transfer = max health degeneration of 7 which u gain as health regen)
