This is also the quest reward of a quest in Ascension if you are a Warrior. I believe the quest name was The Forgotten Ones. I think it starts in Destiny's Gorge, and begins the first of the two 15-attribute point quests.

discription needs updateing, the duration of the skill is not always 10 seconds it is decided from the lvl of your tactics.
