Am I mistaken, or does this allow for infiinite energy once a hex is cast upon an ally, be it one's self or another person?
Inspired Hex - Spell
Remove a Hex from target ally and gain 3-13 Energy. For 20 seconds, Inspired Hex is replaced by the Hex that was removed.

Err, mistaken. This is how the spell works.
-An ally gets hexed
-you cast inspired hex on that ally, get 2-13 energy, and have that hex replace Inspired Hex on your skill bar for 20 seconds.
-You can used that hex as per normal for 20 seconds.
-after 20 seconds, you get inspired hex back on your bar.

Two problems with inspired hex (and inspired enchantment): a lot of times you got a hex/enchantment that you did not specced on your attribute making it pretty much worthless for you, and you have to wait 20 sec for the hex/enchantment to go away from your bar before you can re-use it again.
Just something to consider.

I'm Insp/Fire so this could come in handy. That, and I'm only playing PvE at the moment, so lots of necro hexes are getting tossed at me. Sweet - this sounds like fun.

Hmm I wonder what happens if you cast Inspired Hex on someone that that got hex through the secondary effect (for example Deep Freeze, which has movement hex). Would Inspired Hex be replaced with Deep Freeze?
