1) I'm not sure if this is a repost of a previous suggestion, but I'd really like it if enchantments had some kind of countdown timer for its duration, so you can accurately gauge when it will dismiss itself. Lots of peoples' strategies center around timing and linking certain enchantments end to end. Perhaps it can have a clock-like timer like thosed used for skill recharge gauges, or something else that is clear and easy to read.
2) It would be nice if you could see a complete list of your target's enchantments and hexes; or at least, just your teammate's, so that you can gauge how many enchantments/hexes are on him or her, and what conditions he or she is suffering. Additionally, it would be nice if you could see the hexes and conditions that are on a target foe, like some small editable window that displays the entire, miniature list, completely with a duration timer, to link back with #1.
3) One beef I have with the skill monitor is that it seems to be rather sluggish in displaying the skills being used. On my mesmer, my eyes are glued to the skill monitor, to time interrupts and certain hexes. It would be nice if the skill monitor didn't just fade in an out, but rather came in solidly, instantly as they start casting something, and fade out so that you can see what they had just cast. Or maybe be it can be bright during the cast, and halfway transparent after it's already been cast, or something more punctual and sharp. I believe that this would encourage skillful play, and though it is a subtle change, would kick the game's difficulty up a notch.
4) Also, it would be nice, as an add-on to #2, to at least just get a raw number value of enchantments, hexes, and conditions on someone, as many skills take into account how many of a certain such modifier is on your target. What I'm saying is if the enchant/hex/condition arrows were smaller, and they just appeared next to each other on the bar, like tally marks. See example.

I do like the first idea, a small countdown on the icons, as it can be annoying waiting for the icon to start flashing when its running out...
