Some of those missions take a while and if there are others in front of me, I'm certainly not going to bother.

You get skill points for leveling, completing the primary objective for a mission, rarely for completing a quest, and you gain 1 skill point every time your experience bar fills after you're level 20. You only gain a skill point for completing the primary objective of a mission the first time you complete that mission.
Spending skill points on skill trainers should be done on a must-have or last-resort basis. Probably 70% of the skills you can acquire can be done through quests in the various outposts throughout Tyria. As I remember, Signets of Capture also cost 1 skill point and some gold to purchase, and you will need these to gain access to the many elite skills in the game.
Since you're at Draknor's Forge, I'll assume you're level 20. At this point, if you've spent all of your earned skill points, the only way to gain more skill points is to defeat missions and "level." By "level" I refer to filling up your experience bar in level 20. The underworld has some 10k experience quests, but it's a pretty nasty place, and you'll need to take a group of friends with you when you go.
