You can also buy this at Camp Rankor, They dont ahve that listed in the skill trainer's section here for some reason.

i think this description is not good, for 30 seconds barbs deals damage if on target foe is cast a hex

Which is most likely also the problem with why it's listed as being in ascalon. SOUL Barbs is in Ascalon, BARBS, this skill, is in Camp Rankor, as Roxju2 said.

This skill can also be captured off of Lord Timot, the boss you fight as part of the Reversing the Skales quest started from Captain Greywind in the Ascalon Settlement. I don't think he spawns unless you have _not_ completed the quest before, so if you're planning on capturing Animate Bone Fiend off him too, then be sure to bring two cap sigs! My necro was only able to cap one of the two, since I didn't know he had Barbs and thus only brought 1 signet.
