Yes, beleive it or not, I found it in pre-searing. Now, I am just curious, has anyone else found something like this? And if so, how much could this go for? How much armor would it provide to someone with 12 Str.?

I believe there is no added benefit to far exceeding requirements, just no penalty.
With a weapon I found that not meeting the requirement meant I was hitting for only about 1/3 the damage of when I was meeting the requirement by even a single level. Aside from the intrinsic benefit of having attribute X be really high, I dont' think there is any extra bonus.
However that's a pretty nice starter shield as the requirement is quite low. You will find better shields pretty fast though.

Actually any Shield that you do not meet the requirement for has a minumum of 8 AL as I understand it. As you get closer to the requirement you get closer to the max protection.
So, that Magma's Shield on my N/Mo actually has a purpose when I go out for a run.

nechronius is right that you don't get any benefit from a low requirement once you have exceeded it. A 10 AL shield requiring 12 Strength would be better than that one in your example. It wouldn't be worth much at all.
That said, I was quite pleased when I found an 8 AL shield with no requirements and -1 damage received while in a stance a few weeks ago in pre-searing, which I eventually put to good use on a new character. I think I got it off an Ice Elemental.
