Yes, but for the life of me I can't remember where.
My advice is to find a trainer who will sell you this skill and search the previous areas. It should definately be offered as a quest reward for a primary warrior.

You can buy it way earlier than that. thats for sure, because I have it.

The quest that gives Final Thrust is called "The Ascalon Settlement". It was implemented 2 patches ago and is located right outside Lion's Arch in the North Kryta Province.
To initiate the quest just enter the Explorable area and you will see Cynn, Mhenlo, Devona, and Aidan chatting with a Krytan tour guide. Listen to their conversation and she will eventually give the quest after Cynn stops biting her head off.
Or you can buy it later in Quarell Falls or the Henge of Denravi.
