how do i get the ruin out of it? do i have to use an expert salvage kit and hope to get something? do i have to take it to a crafter?

To get the rune you have to use an expert salvage kit, yes. You may just get some crafting materials, if you're unlucky...

use expert salvage kits and salvage a lot of stuff to learn what salvages what. once you get the hang of where wood comes from, where iron, leather, silk, etc. comes from, then you can salvage only what you need/want.

You can create a PvP character only that during the creation process has access to any Runes, Skills and Weapon components that you have unlocked. They don't need to be given the actual Rune.
