Lightning orb - earliest place to get it?

I've read that a gargoyle boss, Claw Fleshfixer, uses lightning orb and can be found near the Northern Wall. Does anyone know of a more precise location or method of getting lightning orb before Henges of Denravi?

* Sorim (Quarrel Falls)

The prima strategy guide says that there is a quest in Kryta to get this skill. Anyone know? I've searched all over. I refuse to buy it :P

The guide is dated, as in beta old, so it may not be all that reliable. Make sure you've checked the old ascalon settlement if you're adamant.

EDIT: may be a quest in fisherman's haven, but those require you to be level 15+ to have an easy time with.

The new quest outside of Lion's Arch (the one where you escort Devona, Mhenlo, Aidan and Cynn to the Ascalon Settlement) gives you Lightning Orb as a reward.
