minor suggestions
The majority of the feddback info get lost in hot battles. It would be nice to have a fiex log. Perhaps another chatchannel with the fight infos?
As a spellbreaker i often realised that i waste plenty of mana just to figure out i tried to break a skill... An info in the icon just like the Elite "tag" would be nice. I dont think i can memory all xxx spells and make a decision in <1 sec.

There are much Mesmer skills that do not give a dmg feedback
e.g. Backfire, Mind Wrack, Wastrel's Worry.
I cant think of any reason why they dont give you a dmg feedback.
this is only worser with the next point:
2. there are many thinkable Memserbuilts with hexes but they all come down to luck instead of skill, because you cant see the number of hexes the enemy suffers from. Let me explain.
If u use one Hex u can:
- see if it is removed
- count the time it lasts
(- on some u see the dmg if they strike)
but if u use 2 or more hexes ur totaly lose this feedback!
I like to explain a built with Mind Wrack for example.
What happens when u use a hex like Spirit Shackles to drain the energy. Because with Spirit Shackles the hex arrow is always up and u dont get a dmg feedback from mind wrack its just luck when u cast mind wrack. It could be removed, timed out or have dealed dmg but u dont know! Its all about luck.
My sugesstion is to add a number which counts the hexes the enemy suffers from and add the dmg feedback on all the mesmer skills.
I cant think of any situation when this could "overpower" Mesmers. It just turns luck into skill/no skill.
I dont know if this could also affect Necros but i think so.

Your grammer isn't bad at all... (the only grammar error I saw was "worser". Should have been "worse" ). The fact that you can adequately speak at least 2 languages is very good indeed...
I also agree with your argument, there needs to be some sort of way to monitor multiple hexes and such...

very well spoken, or posted, as the case may be, i aggree that there should be ways to tell what skills, stances, or hexes, are cast on who, or what, eather with color health bars, or diffrent color arrows, or some such,

I'd like to see either a system message a la "Your hex [hexname] was dispelled/removed from X" (probably lose it in battle spam, but it would be better than nothing).

Same goes for enchantments.
It's hard to know what enchantments and/or hexes are on a person when the only indicators are a coloured arrow that could be from ANY enchantment or hex.
No knowing if somebody cast an identicle enchantment on the target already, and same goes for hex, or when they get removed.

I added a minor suggestion about a chatchannel with fight info.
@Mercury Angel: Yes i thought about this and conditions too. But as conditions and enchantments only count for YOUR monks(team) you could easily tell them by CTRL + click. But no enemy would tell u wich hexes he suffers from ;-)

and i guess they could make an enemies' box under the LEVEL # bar
this box is not filled with all the enemies in the game of course...
only the ones that are nearby and selected/targeted by you or your nearby foes...
the enchantments, hexes on them could be displayed here as well
//AND FOR PERSONAL ENCHANTMENT, hexes on myself
put them above my skill bar with timers as well and not to the top left
(i'm not looking up there all the time)
i'm usually focusing my eyes at that area instead of my leveling progress bar
put that bar above the compass while you are at it...

just having an icon orbit the characters body for each buff or debuff on them would work.
If you can see your target you see the black lower aura and see 3 necro and 2 mesmer things there you can act accordingly

But yes, I like the idea of having some sort of list of enchantments/hexes on your enemies.

More feedback on spells and hexes and such affecting others (party members especially) has been brought up before, and I fully support it.
I'd love to see more detail added to the party window. Maybe cut the health bars down in size a bit, and increase each row to add small icons?
As a primary mesmer, I too would love to see more information available during combat. Especially for whether something is a skill or a hex or a spell. And what the effects of my spells are, so I can make better tactical decisions. (ie. if I knew the damage being done to that Stone Summit Howler had nothing to do with my Backfire, then I'll quit casting it and try something else.)
Also, to Mayar:
On the problem of your "conditions" window or whatever in the upper-left, you can bring that down to above your health bar and re-size it. You do this by "Customizing" your interface.
There's a great write-up about how to do it and some good options in the "Library of Wisdom" forum under Forest of True Sight.

The ability to read timing, know the difference between spells and other skills, and mentally track what's on a target are part of the skill of a mesmer.

There are plenty of situations or even whole builds wich would turn from luck to skill because of the feedback.
