It might be a neat idea to be able to change how many skill slots you can have - with a tradeoff. Say, you can have 10 slots with a -2 attribute penalty to every skill, 9 with -1, 8 with 0, 7 with +1, 6 with +2.

That way when equipping skills you can choose between more power or more skills.

Sure, a lot of current builds and strategies will go out the window, but it will add another dimension to character building. And in pve we can finally squeeze in that pesky signet of capture and signet of rez :P

Oh, it would also be nice to be able to rearrange your skills in your skill bar during a mission - sometimes you want to change what number things are located to be able to press the key easier etc.

Perhaps would work, but I would be against it. There are 8 slots for a REASON. I'm so sorry, but you would have to appeal to the devs, and I do not think they would change it. I hope they wouldn't.

I don't see what rearranging the skills during a mission would hurt though (just changing the number order of current skills). It even could be useful sometimes...
