im doing the little thoms mission with the bear pelt. at this point ive killed over 40 bears and no pelt WHAT IS THE DEAL

keep killing them eventually you'll get one or see if anyone in foibles fair has one for sale

I ran into the same thing...and realized that often the bear pelts didn't appear until a minute or so after I'd killed it. I killed about 20, decided to give up and turn around, and found about 5 pelts lying on the ground in the area I'd just covered. For some reason they didn't drop as fast as other items usually do.
