Can anyone tell me...

On the map certain cities/locations have a shield. I believe this means it has a mission you can enter.(not sure)

Some(cities) have a single sword going through the shield and one has two. What do the swords mean? I hope this wasnt confusing.

1 sword is mission complete second sword is bonus
