can someone explain to me how team speak works? like when you speak into the headset does whatever you say just automatically gets said? without the touch of the enter key? or do you still have to hit enter, then speak into the microphone, then hit enter again?

Teamspeak, Ventrillo, and any other of the voice chat programs work just like a telephone. I know with TS, if you want you can set a key that you have to press to talk, but that sort of defeats the purpose.

Alright, I've never used one of these items before either. How are the servers set up? I guess I'm inferring that someone in your party sets up a server and the other party members connect to it? Is ANet going to host servers to connect to for town districts?

Although the "push button to talk" option is available; it is not the only way. You can adjust your settings so that when the input sound is a certain volume, an output will be generated for the other users. Basically you can make it so that even a whisper will result in activation or the other extreme where you can yell at the microphone and no one will hear you. 
People use spare computers to run TS servers. My clan for Quake, pays a fee to someone for hosting a server; I believe extremenetworkz.

The best source of information on Teamspeak would have to be Teamspeak's website, found here. There are FAQs on how to set up your own servers, how to run the client, etc. Go there first to get the info.
As to ANet, they have not announced whether they will be hosting servers, my guess would be no. The best and cheapest way to use it is to run the server yourself (or have a buddy run it) and then you only have to deal with the people you want on the server (it's not public so others can't find it unless you tell them where it is).
